RED ROAD HIV/AIDS NETWORK SOCIETY MEMBERSHIP POLICY
September, 2000
INTERPRETATION:
Taken from the Society Constitution Bylaws, Part 1
1. Aboriginal means Indians, non-status Indians, Metis,
or Inuit persons as defined in Section 35 of the Charter of
Rights and Freedoms (Constitution Act, 1982)
2. Aboriginal Community means a group of Aboriginal people
who share similar beliefs, traditions, language, or culture,
whether situated on-or-off reserve and includes an urban Aboriginal
Community, First Nations (as defined in the Indian Act or
Treaty), Metis or Inuit Community.
3. Aboriginal HIV/AIDS Service Organization means an Aboriginal
Organization that is organized for the purpose of addressing
HIV/AIDS issues for Aboriginal people and Aboriginal communities.
4. Aboriginal Organization with HIV/AIDS Projects means a
group of Aboriginal people organized for the purpose of jointly
improving the quality of life for Aboriginal people having
some Projects or service available for HIV/AIDS issues or
APHA.
5. APHA means an Aboriginal person living with HIV/AIDS.
6. Associate Member means any non-aboriginal person, organization
or corporation that is organized for the purpose of addressing
HIV/AIDS issues, that has paid its membership dues and has
been appointed as such by the Council. Associate members are
non-voting members and as such associate members shall not
exceed the number of voting members.
7. Elder/Senior means anyone appointed as such by the Council.

Pathways to Wholeness for the definition of Elder)
8. Member(s) means any of the following who have paid membership
dues and who have been appointed as such by the Council:
* Aboriginal HIV/AIDS Service Organizations
* Aboriginal Organizations with HIV/AIDS Projects
* APHA
* Any person, society, corporation, organization, or legal
entity that the Council appoints as a member.
9. Organization that has HIV/AIDS Clients means any non-aboriginal
Organization that provides HIV/AIDS programs and services
to Aboriginal people.
MEMBERSHIP: Constitution, Part 11
1. The members of the society are the applicants for incorporation
of the society, and those persons who subsequently have become
members, in accordance with the Constitution bylaws and have
not ceased to be members.
2. An Aboriginal person, Aboriginal society, Aboriginal corporation,
Aboriginal organization or Aboriginal community (hereinafter
referred to as the legal entity) may apply to the Council
for a membership in the society and on acceptance by the Council
shall be a member.
3. An Associate member may apply to the Council for a membership
in the society and on acceptance by the Council shall be a
member.
4. Non-Aboriginal Organization(s) that serve Aboriginal Clients
living with HIV/AIDS may apply to the Council for a membership
in the society and on acceptance by the Council shall be a
member.
5. Every member and associate member shall uphold the constitution
and comply with these bylaws.
6. A legal entity or associate member shall cease to be a
member:
* by delivering his/her/its resignation in writing to the
Chief Councillor(s) of the society or by mailing or delivering
it to the address of the society.
* on his/her death, or in the case of a corporation, society
or organization on dissolution.
* on being expelled.
* on having been a member not in good standing for 12 consecutive
months.
7. A member or associate member may be expelled by a special
resolution of the members passed at a general meeting. The
notice of a special resolution for expulsion shall be accompanied
by a brief statement of the reason or reasons for the proposed
expulsion. The member or associate member who is subject of
the proposed resolution for the expulsion shall be given an
opportunity to be heard at the general meeting before the
general resolution is put to a vote.
8. All members and associate members are in good standing
except a member or associate member who fails to pay his/her/its
current annual membership fee or any other subscription or
debt due and owing by him/her/it to the society and he/she/it
is not in good standing so long as the debt remains unpaid.
9. All members and new members must be in good standing 90
(ninety)days prior to an annual general meeting to be eligible
for voting rights.
MEMBERSHIP FEE:
Members, Associates and Individuals must pay the annual fee
determined by RRHAN Council. All New member fees must be paid
90 days prior to the AGM in order to vote at the AGM. Elders/Seniors/APHA's
are required to renew their membership on an annual basis.
They must meet the 90 days requirement in order to vote at
the AGM. (Where fees are not required, donations are greatly
accepted.)
PROCESS FOR MEMBERSHIP:
All potential members are required to fill out the RRHAN
application form. The completed form with a profile attached
will be submitted to Council. Each application will be reviewed
based on it's own merits. When the Council has made a decision,
Administration will notify the results to the applicants.
APPEAL PROCESS:
In the event that the membership has been denied, the applicant
may write to the Council, providing any further information
or references that may reverse the decision. After reviewing
this new information the Council will re-evaluate the application.
All decisions made by Council on the Appeal Process are final.
CRITERIA FOR MEMBERS IN GOOD STANDING:
1. All members are to provide their vision and expert opinion
in helping to implement the Red Road: Pathways to Wholeness,
An Aboriginal Strategy for HIV and AIDS in BC Strategy.
2. All members will endorse and adhere to RRHAN Principles
(page 2, Strategy), Code of Ethics and the Code of Conduct.
3. All members are to include a profile of their organization,
society or corporation with their membership application.
4. All member Organizations will designate a representative,
with voting privileges, to attend RRHAN AGM.
5. All members will be available and participate fully for
consultation on issues as periodically required.
6. All members are required to share the information gathered
at RRHAN Quarterly Meetings and the AGM with the Aboriginal
Communities within their regions.
7. All members are responsible for speaking on behalf of their
organization and/or the needs of their community.
8. All members are responsible for working in cooperation
within the RRHAN and its members.
9. All members are responsible for meeting time lines of reports
and tasks determined by RRHAN.
10. All members are responsible for attending full meetings
of RRHAN or ensuring that fully informed alternates attend
in their place.
11. All members can refer new members to RRHAN.
12. All members are to advocate and lobby governments to provide
funding for transportation, accommodation and expenses to
attend meetings.
ENTITLEMENTS FULL MEMBERSHIP:
1. Are provided a forum to present issues to RRHAN Quarterly
Meetings, AGM or to the Coordinator.
2. Votes at the RRHAN AGM.
3. Participates in committees, stand for election and nominate
individuals to RRHAN Council.
4. Participates in Skills Building and Information Sharing.
5. Receives regular RRHAN mailings, communiqu's, and information
updates.
6. May apply for travel subsidies subject to need as directed
by Council/Coordinator.
ASSOCIATE MEMBERSHIP:
1. Are provided a forum to present issues to RRHAN Quarterly
Meetings, AGM or to the Coordinator.
2. Participates in Skills Building and Information Sharing.
3. Receives regular mailings, communiqués and information
updates.
INDIVIDUAL:
1. Are provided a forum to present issues to RRHAN Quarterly
Meetings, AGM or to the Coordinator.
2. Participates in Skills Building and Information Sharing.
3. Receives regular mailings, communiqués and information
updates.
4. Votes at the RRHAN AGM.
APHA:
1. Are provided a forum to present advocacy issues to RRHAN
Quarterly Meetings, AGM or to the Coordinator.
2. Votes at the RRHAN AGM.
3. Participates in committees, stand for election and the
right to nominate individuals to RRHAN Council.
4. Participates in Skills Building and Information Sharing.
